Pristina, January 23, 2025 — The Kosovo Law Institute (KLI) held its latest training session with students of the Legal Clinic on the topic: “The Drafting and Approval of Kosovo’s Budget – The Legal Aspect.” The training was led by trainer Naim Jakaj, who elaborated on the constitutional and legal foundations of the budget drafting and approval process, including the roles of the Government and Assembly, as well as the principles of transparency and accountability.

The lecture covered the history of Kosovo’s budget before and after the declaration of independence, the role of the Ministry of Finance, budgetary organizations, and oversight mechanisms. Students analyzed practical cases and discussed key challenges such as delays in approval and ensuring the financial independence of institutions.

In his lecture, trainer Naim Jakaj emphasized the role of the Assembly of Kosovo in reviewing, debating, and approving the budget proposed by the Government, as part of its constitutional responsibilities. He explained the function of the Committee on Budget and Finance in the approval process and in ensuring transparency, as well as the Assembly’s right to reject, amend, or approve the budget. A portion of the lecture was also delivered by trainer Melos Kolshi, who contributed with concrete examples and explanations of the practical challenges in drafting budget amendments.

During the interactive session, students presented arguments and solutions related to the budgeting process, following legal deadlines and procedures. They showed particular interest in how budget amendments are approved and the role of the Assembly in reviewing the Government’s proposals.
